If the pleats are just a bit twisted, the water can run out without exerting enough force on the wheel to turn it. Check to see if the pleats are twisted, and untwist.

Sorry to resurrect this, but I have to thank LoneWolf1Seven for the suggestion.

I have a Penguin 170, and after about 4 weeks it was heavy enough to stop the wheel totally.
Just for a quicky experiment, I took off the two end "bearings" and tried to let it run overnight - this only worked for a few hours.

After filing the ends with a nail file (hey, only thing easily available), it started to spin like a charm!
