BioSpira and PreExisting Tank - HELP!

I have my 10g tank with 1 betta and 3 African Dwarf Frogs. It has been set up for about a week and a half and is showing signs of ammonia, no nitrites. My question is if I use BioSpira (because I've read so many good reviews), I should rip down the tank and start over, add the BioSpira and then a couple hours later add the fish? Should I get more fish for the tank because the Bioload is so small?

No idea on where it may be available but one thing I will tell you is that it can be added with fish in the tank.

Petco and Petsmart generally do not sell Bio-Spora from IME. For that you need to go to an actual fish store. All I have ever seen at the Petco/Petsmart places is a product called "Cycle" which by all reviews is about as useful as a 5gallon tank for a Blue Whale.

I just talked to a guy from a fish store that mentioned a product called TLC. He said it should cut the cycle time in half... Anyone heard of it?
Don't trust anything but BIO-Spira. Products like Cycle can actually set your Cycle back.
