my black moor is somewhat sick. he is floating on its side and gasping for air. is there anything i can do

We need to know what the numbers are: ammonia, nitrites, nitrates, pH, and how much water you change out every week.

and right now he is doing better i seperated him from his tank and placed him in a quarantine tank with salt

how long have you had this fish and the tank? How long's it been running. Those numbers don't suggest a cycled tank if there are weekly water changes.
You need to start doing partial water changes every day to get the ammonia and nitrite down to 0.
