Goldfish like a lot of room. Even though with heavy filtration you could probably keep the water quality acceptable, the fish would not be happy. The more space goldfish have to move the healthier they are.

Precisely. You could keep him happy in a 20 gallon for a year or so, but a well-fed, properly cared for moor would quickly outgrow a 20 gallon tank. If you want a fish that would do well in that size tank, try a smaller fancy goldfish such as a ranchu.

Keep in mind that goldfish are social and like having a friend. I have seen a lot of big moors.
