I sen't an e-mail to the "GloFish" people who openly condone the use of blacklights (in fact they encourage it) when displaying their patented genetically altered fish (wow, that's a whole other debate). This is what I got back:

fluorescent fish. All available research to date, and the long history
of widespread black light use for novelty purposes (i.e., black light
posters) have indicated that the black light use is safe for the fish.
However, as with any light, it is important to remember that fish
benefit from alternating periods of light and dark, so the light should
not be left on continuously. Once again, thank you for your interest
in
GloFishT fluorescent fish, and please write again if we may be of
further assistance.
