I have some white gravel that has algae dirt ect. and darkened in color.
Can I bleach it? The bleach should rinse out and not hurt the fish?

rinse it thoroughly and then soak in dechlorinator ... the same stuff you use to treat your tap water.
the dechlorinator breaks down the bleach. i would make sure to add a good extra amount of it to make sure it all gets broken down and becomes safe.
Pressure Wash it! use simple plain water and blast it! I do it with my sand all the time. other then that...rinse rinse rinse, and use a good dechlorinator
