Brackish tank idea for skippers

Ok i have an Idea and dont know exactly how or if this could work....so any idea's would be great. My idea is kinda like a false bottom but the actual bottom would be half way up the tank. That way there could be a much great water volume and of course the "floating land" would be much larger land area for the mudskippers. And have a ramp or two for the skippers to access it. The idea behind this is to have plenty of land space and water space so all inhabitants are happy. Only way i can really think to do this is to possibly with use great stuff foam on egg crate and silicone it to the back/sides of the tank and with a support beam to help support the land area.

I would have sand at the bottom for substrate and would have sand stuck to the foam to cover it, then extra sand for burrowing. Would this even be worth trying, the idea looks great in my head but dont know how it would actually turn out. Any idea's on how to create this or should I just scrap the idea and do the basic build the sand up on the sides and water on the other side. Would this water be to deep for the skippers?
 
this is my tank it is a 20 long and i just ued sand and i will be geting this water fall filter thing soon

the beach area is 11 inches long and the water is 14. the rock is 7 inches long a 4 inches wide just because that pic of my tank makes it look really small
 
wait this is the 10 g fiddle crab tank i dont have pics of my mudskipper tank but it gives you a idea my mudskipper tank looks just like it but the sizes i said up above
