It appears that my Briggs have taken a vow of celibacy. I haven't even seen any mounting yet! There are about 5 that are ping pong ball sized and 15 in total so I doubt that it's all male or all female. You'd think that based on reputation there'd be Roman orgies all the time! The tank is slightly overfed with 3 inches between the top of the tank to the water line. The tank is 82F. I've read other threads and tried to follow their advice (like increased temps), so maybe I'm looking for sympathy as much as advice.

Overfeed a bit with protein based diet or stick to pellets high in protein and then change water with new water a tad warmer than the tank water. Lower your tank water temperature to 76 degrees IMO.
yes you temp is too high. I would also recommend lowering it to 76 or so, then do a couple large volume water changes with slightly warmer water.
