is it okay to feed betta fry (2days old) with decapsulated brine shrimp eggs?

I can't imagine any reason why you couldn't.

They aren't small enough for the betta fry to eat. You really should be feeding them infusoria or a liquid fry food at this stage, after about a week to a week and a half they may be ready to take larger foods like the shrimp eggs.
