Same here, I set up the small powerhead at the back specifically for the bamboo shrimp. If you see them picking at the substrate, that is bad news, but you see them perched sometimes high up directly in front of a flow area. You can even feed them fry food or crushed flake. I don't think they are necessarily difficult if you take a little care to meet their requirements and learn a bit about them. I'd like to try vampire shrimp one day too. The cool thing is I can keep them with my angels.In my 20g in my bedroom, as its my only one without a baffled filter, so they can sit in the filter current freely. I also added some branches of driftwood directly under the filter outlet so they can get powdered foods right from the current.
I have read they can be tricky. I set up a specialized spot to perch on directly under the filter outlet. I have powdered food that i put directly into the outlet for them. Both i have seen eating. They like the sponge filter bubble outlet especially.

You have a powerhead filter as well for them? Maybe you have a ton of yummies on the substrate? If they are picking at the substrate, it's usually bc they don't have a perch in the strong flow, but if you've supplied that, maybe he didn't find it yet? I have no idea. Have you fed fry food in the current yet? Keep your eye on him.
Sadly I lost one in QT. I had a powerhead in QT as well, and they both perched themselves (bare bottom), but one still perished anyway.
I'm sure it is fine, but I find they like flow straight across, not sure about how the output flows from your filter, but it's more of a focused strong flow that they prefer I find. They perch themselves right in front of the powerhead, like their net paws are blowing. I used a cheap 3 watt powerhead filter. I had both the HOB (not as big as your HOB) and the powerhead on my QT tank for them. And I fed them specifically a couple times a day. Just telling you what I did, i'm sure they are ok.No powerhead but i got a 75 gal filter on this 20g tank you can figure out the current lol plus a sponge filter.
This lady is usually in the same spots and seems active and healthy. So hopefully just hasnt figured it out yet
