Brown Algea on Substrate

i am a beginner at marine systems and i have a question in regards to the
substrate.

my tank is still in the setup stage and has been running for a week now with
nothing in it to get the filter operating properly etc

over the last day or two i have noticed that the substrate is starting to
change from a white colour to a slightly brown colour. Is this a problem or
is this just the bacteria starting to grow in the tank which is growing on
the substrate.

I have a 40g tank with a 200w heater, a1000l/hr canister filter with 6.2l capacity, intank protein skimmer and the tank is lit up by a 25w coral sun actinic 420nm light and a 30w power- glo high intensity lamp with 135 lux at 18000k

Welcome to stage one of tank development. It seems like every tank goes through a diatom bloom, which doesn't last very long. You can siphon it off or let it stay.
 
This generally happens to a starting aquiarium. If you limit light it will help to control it if you think it will be a problem. if that wont work after a week and you still worry try getting a couple turbo snails or hermit crabs if they fit what you want in their.
