Bubble rate for CO2 unit?

Too high or not too high will depend on the CO2 that is in your fish tank. You can measure this by using a CO2 test kit or testing KH and pH and using a chart to determine the CO2 level indicated. Generally, 20 to 30 ppm of CO2 is all you want, if the fish are not accustomed to the CO2 then they may be uncomfortable with even a lower level initially.

Now, the CO2 IN the tank is affected by the CO2 ADDED to the tank, the bubble rate, as well as the CO2 absorbtion rate which depends on how you are mixing it in the water, and it depends on how much CO2 is lost to the atmosphere which depends on the surface agitation of the tank and how well any lid may fit. It also is affected by the other sources of CO2 in the tank, the bacteria and fish, and the CO2 usage in the tank, the plants.

If this is a DIY set up, you can reduce the yeast added next time, if the CO2 measured in the tank is indeed too high.
 
Ditto as anona said. No, 1 per 3 seconds isn't too high as a general count.
 
It depends on a whole lot of factors for me to say that 1 every 3sec is ok. Firstly it depends on the size of your tank or should I say volume. Two, is the CO2 being completely dissolved by the diffuser or CO2 reactor. Three, whats the plant load like? Four whats the KH?
I dont know how many bubbles my 400g is using b/c the bubble counter is almost completely full of gas. I imagine alot.

Reducing your hardness won't have any effect on your CO2 levels.

Only CO2 influences CO2 levels.

You can use the ratio of KH to pH to figure out how much CO2 is in there, but changing KH without changing the CO2 changes the pH, not the CO2.

What are your pH and KH?

CO2 will eat up KH and push down pH. Depending on your parameters, it might be dangerous to remove KH from a CO2 injected tank (you want to stay above about 3 dKH, roughly 60 ppm, as a minimum safe level).
