Bubbles on Plants

I'm curious if it is possible to produce oxygen bubbles on my plants with my current setup. Its a 55g with 108 watts 5500K CF lighting, DIY CO2 that holds around 12-15ppm, inert gravel substrate, seachem flourish fertilizer, and a decent fish load (16 fish, all at about 1"). If not, what can I do to increase photosynthesis without changing substrata or investing in a CO2 bottle (I really don't have any interest in going that direction). Any help would be appreciated.
 
I have 4x 27w Philips CF (incandescent replacement type) 5500K bulbs. As for plant species I have something called "green frill", bacopa monieri, anachris, wisteria, and 3 species from local waters (Upstate NY).
 
Every week when I prune my plants they all have bubbles (streams of them) from where I trim them.

I have over 400 watts on my 100gal tank with CO2.
 
What ppm of CO2 do you usually run at, and what is your dosing regimen with what kind of fertilizer? I just changed the location of the powerhead misting my CO2 and the plant growth exploded, about 3/8" on my moneywort and anachris, about 1/2" on one of the local plants (very curly stemmed with little yellow underwater flowers), and about 1.5 inches on my grass. Hopefully I'm getting closer to optimum.
