Bubbles

When I first filled my tank up there were no bubbles or foam. After I added the correct amount of Tetra AquaSafe the entire surface of the water became covered with about a centimeter of foam from all the bubbles. The bubbles covering the surface reduced from 100% to about 50% after a few weeks, and I decided to do a 10% water change. I added the correct amount of aquasafe to the water I was adding, and the bubbles returned to 100%. Now after nine days they are about 80%. I called the tetra care 1800 number and the lady said this is normal and would not hurt the fish. It is driving me crazy. I can't stand it. Anyone ever had this problem this bad?
 
FWIW, I've been using tetra aqua safe and at the proper dosage, it doesn't cause any bubbles in the tanks - but....

1. I use the sink sprayer to fill a 5g bucket with about a gallon. Then I add enough aqua safe for 5gs. Then I continue to use the sprayer to fill the bucket (this is the easiest way to fill the bucket as it won't fit in the sink, but I suspect it also aerates and helps to gas off a little bit if the chlorine). During this process, there's quite a bit of foam, but once I stop the sprayer, the bubbles are gone in a few seconds.

2. Once the bucket is ready, I either run an air stone in it while I'm doing water testing and emptying some water from the tank (this doesn't normally take too long) or I run a canister filter in it for a while (I use a canister filter to remove and add water - much easier than syphoning).

3. I once tried this on a tank with a plastic sub-cover that almost touched the water (it was a tall hex 2g) and in the morning, there were bubbles everywhere - but I was using a different water treatment, specifically for bettas - I've not used it since.

So, I suspect having a little air circulation at the top of the water helps, and that circulating the replacement water will also help.

When my big bottle of aqua safe is gone, I'll likely replace it with Prime as it gets such good reviews from those far more experienced than I.
