Bugs? in tank

Hi, was hoping someone could help me. My Mom has a 55 gal. freshwater tank and this morning she noticed these little bugs? in her tank. There are about * big and kinda brownish and clear. They are swimming & crawling around the rocks. Any help would be greatly appreciated. Thanks

Daphnia is my first guess, but could be a number of things.

also look at hydra, not really a crawling type but may move around the tank
