Yes tighten the clamps, but if the hose is to large for the barb you win not get a good seal.
 
like jericho said perhaps you dont have the correct size barbed fitting. but yes, silicone should solve your problem either way. and dont forget to tighten those hose clamps :thm:

aquarium glue (which i believe is 100% silicone,) would work and not be harmful to the fish...
