buzzing ballast

well my one lights ballast is buzzing and its driving me insane, i have several other lights and it isnt the sound that comes normally from a magnetic ballast, i can hear it constantly easily.

Well i can only find electric ballasts for a 15w bulb, would i be able to interchange them?

This would be an upgrade, and you would probably like the results, although many electric ballasts aren't mush better than Magnetic ballasts, they are in some way or another better, and the bulb nor the outlet will know the differnce.
