Can Cardinal Tetras survive in temps up to 86 degrees?

Agreed. That's one of the things about rams that makes them ideal tankmates for discus- the fact that they thrive at 83-86. As many people also choose cardinals as discus/ram tankmates, I can only assume that they will also be fine in warm temps.

Cardinals do quite well in warm waters compared to neons.:)

Fantastic! That is such great news! :) :) :)

I have my discus at 86, and the tankmates that alwasy come up are cardinal tetras. So they will do fine at that temperature.
