Can fish see blue lights? Dual light setup?

It simulates the moon light and allows you to observe your inhabitants in a night setting.
 
Mine swim around a little more at night when the blue light is on. So if they can't see it directly, they can at least see everything else better. During the daytime, if the lights are off, they just snooze. Doesn't matter if there's a lot of room lighting or not.
 
So this is really to provide a bit of light for them and us to see then. I believe blue is one of the colors that reaches deep into the water due to short wave length so may be that's why it is blue instead of, say, red?
 
noaa says that fish are color blind, but blue light penetrates water much farther than the red end of the spectrum so its probably more useful to the fish
