Can I use an actinic light without coral or live plants?

It was my understanding that an actinic bulb helps (or has somthing to do with) the growth of coral and plants. Well, I just like the blue color, but I dont have any live plants or coral. So can I use the light still, or should I just get color enhanced lights?
 
Algae Love Actinic Light

The reason actinic lights are used in reef and marine aquariums is because the symbiotic algae found in corals and anemones need it to grow.

The blue light is pleasant to the eye but you may have problems with algae in a freshwater tank.

Complete BS. If actinic lights will have any affect on freshwater algae, it will be inhibiting growth becuase plants generally like the red end of the spectrum. Zoaxenthelae algae in corals however do not care what spectrum of light they recieve; the only thing actinics do is make the corals colour pop out more (wich has nothing to do with growth or health), as well as the fish.

Next time include some truth in what you say, it sounds* like you thought that up out just before typing and you probably have never done any research to back that up.

*remember I said sounds like, not saying you haven't but it's still wrong.
