Can I use Tap Water?

I have been reading to figure out how to start my SW aquarium, I am wondering if I can use tap water and instant ocean... I will probly have fish and maybe alittle live rock.

You can, but it isn't recommended. What I am doing is cycling my tank with tap water, after it finishes and I want to bring the nitrates down I will do a large water change using R/O water. This gives you some time (4-6 weeks) to figure out a source, being the grocery store or buying a R/O machine.
