Can Mulm cause Green Water?

After 2 years of good growth and clear water, I am now 1 month into a green water problem. Have looked at everything to try to find a cause, and now I am wondering if I made a mistake in trying to vacuum up all the accumulated mulm when replanting shortly before the outbreak. It sure stirred up a lot of crud. Could this have caused a spike in available nutrients in the tank, resulting in green water?
Right now am trying to control it with frequent water changes and reduced dosing of ferts.
 
very possible. I have also heard of fert sticks and root tabs causing the same issues if disturbed when gravel vac'ing.
