canister filter + surface skimmer = slurping filter?

Can we see a pic?? Still think your water is too low.
 
I can't, I had to take it out or I'd have no working filter at all. I don't know what's so hard to believe about an inch from the top of the tank though. But currently the water line is a mm below the black plastic trim. Last I checked, that's not low water.

The cup was floating fine and taking in water, it just wasn't enough for whatever reason, even if I adjusted the intake valving on the skimmer. It was never empty, it just would stop taking in water every few seconds. Pouring water directly in helped it work again, but that is not a solution.

Then your skimmer is too high.
 
If I push the skimmer assembly down any further the intake will be inside the substrate. It's sitting on it as it is.

You already explained the problem "Pouring water directly in helped it work again". This means not enough water is getting into the cup. It is a surface skimmer==so water is skimmed off the surface. The more it skims the better. The lower the skimmer cup is in the tank, the more water will get in. Problem===Either the water is too low (you say water is at the top) then the skimmer cup is too high.
 
Guess I'll try to find a skimmer that isn't as tall then. Thanks.
