Since high output-not normal over the counter-high beams are rated @ 110W and they throw out lots of HEAT, it probably wouldn't be a very good idea. Normal U.S. spec street bulbs have 55 to 65W on high beam. I really doubt that the bulbs will last very long due to heat buildup, since cars tend to move a lot of air over the lenses when moving. The real HID systems use a very high speed power switching power supply that steps up the 12V to 6000V to fire the bulbs and is seriously expensive- $700+ USD. for the only true conversion that I've seen. The wannabe blue bulbs are very dim and pretty worthless from what I've seen.
