I have the same problems with my neons. They will never come up for food. I just overfeed a bit so some food will sink down to the neons. And just to be safe I also add some sinking food every so often.
Try pre-soaking your food in some tank water. It sinks quickly to the middle of the tank where it stalls as flow from filters usually has some currents there. My tetras never have to try and battle my mollies at the top for food anymore because they have a little feeding frenzy in the mid level of my tank. It's cool to see how quickly they can turn as they spot pieces of food. Those things can turn on a dime.
