You could go with just a welded angle iron "dolly" with casters that the stand sets in. Use 6 casters, each corner and mid-length front and back. As long as the casters were rated for the weight. The "dolly" would only give you an additional 3/8-1/2" over casters alone and the outside lip of the angle iron would hold the stand securely.

Concur, good idea that would work. But besides the outer angle iron perimeter lip consider any center supports or thicker sections of particle board those cheap particle boar stands might have or need underneath. You may even want to install a 3/4" hardwood or plywood base board inside the angle iron perimeter lip so there is no issue with the base structure of that composite stand.
would you leave your wife at home with a 75 gallon tank on a manufactured stand with wheels to decorate and move across the room? i wouldn't and sometimes... just sometimes i can't stand mine lol. if you can find it in yourself to justify a yes answer to that question then only would i further propose alternate routes. well, other than the hubby build a stand from ground up just for wheels.
EDIT: also consider the weight involved. just turning casters on something that heavy is risking a huge volume of glass, weight and water falling on you for most women.
