They can be, but it's not recommend. The higher temps boost their immune systems, helps to relieve stressed fish, and wards of things sensitive to heat like ich. I've kept discus at 82F with luck, but I wouldn't recommend lower the temperature until they have reached adulthood, and even then, as JesseJ said, I would keep a careful watch on the fish.
