What I used to do with mush or other softies to attach to small rocks was to utilize shallow, flat but rectangular plastic baskets.
First attach styro around the rim of basket so it can stay float on top of the tank.
You can use suction cups to secure so baskets dont get blown around the tank.
Lay small pieces of rocks/rubbles then place the mushroom on top of rubbles. Give a week and you should be able to find the mushs on the rocks. Now you can mount/glue these individual heads attached to small rocks/rubble.
Depending on the lights, mush/corals can burn/bleach, try avoiding MH since basket is floating on top near the light or place the basket away from MH bulbs.
