Chlorine and beneficial bacteria

Does anybody know around how long it takes before chlorine will kill beneficial bacteria? Less than a minute? Over a minute?

I made such a stupid mistake when I was cleaning my filters and doing a water change in my quarantine tank. I forgot to put dechlorinator in my clean change water bucket and after squeezing the filter sponges in aquarium water I dropped them in the change water bucket temporarily. I realized about 1 minute after the fact. Did I just pulverize my bacteria?
 
Probably not, IMO. I've heard of peolple who mistakenly dont use any dechlor at all - and have cycled tanks. Granted, the fish probably aren't as comfortable as they ought to be....but the tank cycling system still works.

Should be fine. The % of chlorine is relatively small...
