Cleaning Live Rock

I noticed that on some of my rock, there are a few white and black areas starting to appear. They aren't real big spots, but the white area kind of looks greying. How do I clean them up? This is dead matter I believe, and thought I should scrubb some off with an unused toothbrush and rinse it with clean salt water.
 
Yes, you could always scrub the die-off like that, but keep the duration out of tank water to a minimum...Or scrub it in the tank and let the skimmer remove gunk and fish any lumps on the substrate out with a net..
