I hope to set up a 36 gallon bow tank in the next few weeks. I am going to transfer the fish in my 15 gallon to it, but I want to plant it also. I have seen many beautiful planted tanks, some of them have the substrate completely covered with plants. How do you clean those? doesn't seem like you could vacuum them.

If the substrate is totally covered with plants, it's not necessary to vacuum the gravel. The plants will use the mulm. I would just vacuum open areas of substrate and swish the vacuum over any low growing plants to pick up a bit of debris.
