Cleaning Used Aquarium

I have always been able to get deposits and old algae of of glass with no problem. I have never been able to get etching polished off. I have always seen etching go clear when water was in the tank. I never had etching on the outside of a tank tho.

ahhhhh, Que made me think of something.Maybe the person who had the tank used some type of non-glass safe cleaning solution on the outside of the tank and it etched the outside? If that is what happened I am not sure there is anyway to fix it short of using some very fine grade glass sand paper and water.
 
I've been trying for almost 3 days and no luck. The outside of the glass is fine. I've noticed that if I use different lighting, even though it's still hazy, it's not like someone pee'd in the tank or I haven't changed the water in forever, though I still feel like I need to change the water and it's driving me nuts:

On the left side of the tank is your standard 24 inch 15 watt "plant bulb" that came with the tank. On the right, is a my Nova Extreme 24 inch with one 10k and one "freshwater" bulbs. The light on the right makes everything appear cleaner and brighter so from across the room the tank doesn't look as bad. So I may buy anther nova extreme for the left side.
