cloudy jucky water

I just moved my 55 gallon to a new house about 3 weeks ago and i am having some water issues. first of all, about 2 months before i moved i had green water. so i followed fellow aquaria users advice and i did daily water changes and kept the lights off. the water cleared up and i bought a new filter (i thought the old filter was the problem). so now i am moved and i changed the bottom from gravel to sand. it settled in no time! well i had a week of green water so i did daily water changes and kept the lights off. now this week my water is cloudy and green if you look through the length of the tank. if you stand in front of it, you can't tell. i don't know what the problem is!!! all of my tests come out normal and my filter is working fine. the only thing i can think of is that i have been using proper pH 8.2 instead of neutral regulater b/c i have been trying to get my tank ready for african cichlids.
help me please!!!

by the way the only fish i have in there is a ~7 inch common pleco.
 
Proper pH contains phosphates, which is a great food source for algae. You're better off using crushed coral to harden you water than the bottled products. Most of them fall under the 'unintended consequences' rule, while seldom providing a stable change to your pH.
 
ok thanks so much. i thought that might be the cause since the green water didn't start til i started using it
