I recently set up my new 33gal aquarium (not brand new, but new to me) and did the fishless cycle.
I used my old media from the smaller 15 gal filter to cycle it. It had a bacteria bloom and after a few days cleared up.
I tested the water and everything was on spec.
I then added my fish from the 15 gal to the 33 gal every few days to not over stock quickly.
Everything has been fine until recently when I noticed the water starting to go cloudy again.
I have done a couple water changes and vacuumed the gravel. I have even added a couple ghost shrimp to clean up the bottom. I have even cut down on the amount I feed the fish just to make sure I am not over feeding them, making sure that they eat everything I put in.

6 black neon tetras
1 male guppy.
7 guppy fry
3 ghost shrimp
Water Specs
Ammonia = 0
Nitrite = 0
Nitrate = 5-6
PH = 7.6
With the water as it is, I am wondering if the cloudy water is something I need to worry about or if its just a natural cause.
