CO2 bubles

I have a DIY Co2 system but I use a store bought "ladder" type diffuser. I admit that I like to sit and watch the bubbles go up the ladder. I have had this system going for about 3 weeks now.

Last night I went to watch the bubbles and noticed that they were not getting nearly as smaller as before as they move up the ladder. Can I assume that the Co2 is not diffusing into the water as efficiently? I tested the water and PH is 7.3 and KH is 4.5. Based on these measurements my co2 level is low. Anyone know why that is happening?
 
Where did you get the "ladder"? I have only seen those for sale with a CO2 kit. I have been looking for one.
 
I'm not sure what the "ladder device" is, but sure that any tiny bubbles rising to the surface of your aquarium, is wasted CO2.

You should strive for complete dispersion of the CO2.

Where are they sold, and by what name? Also, how do they work? Do you attach the CO2 line to it like a normal air stone?

For those looking for either system, Big-Als has them so do most on-line plant depot's. The laddr is made by Hagen and is part of a complete co2 kit, but is also sold seperately as a buble counter/ diffuser. I just bought a ladder yesterday, and thus far I hate it, but decided to give it a week and see how much co2 was still going out the top of the tank. So far I have had better results with airstones. but had intended to try one of the small diffusers like Cdawson pictured. I have tried about 10 different diffuser systems so far most of them DIY, and have only had a couple that didn't allow some co2 to rise to the top of the tank.
