CO2 not disolving

I recently bought a Sera brand CO2 kit, the one that has the little green (or clear) plastic box that you suction cup to the glass and drop in a white disk now and then which releases CO2 bubbles which are supposed to diffuse through the "special plastic" some how.
Anyway, it worked great the first few days, but now the bubbles don't disolve, they just stay in there for a day or two until I empty it out and try again.
The instructions say to drop in a disk every 2-3 days, but I broke one up into 6 peices and added one peice a day, and the next disk I broke into 5 peices. It was the 6th and 7th peices which did not disolve (which is where I am now. tomorrow will be day # 8).

ph- close to 7
kh- 2-3ish. comes out of the tap at zero and I'm slowly raising it, got kh kit the same day as CO2
ammonia - 0
nitrite - 0
nitrate- close to 0
temp- mid 70s
 
Too complicated jsut go for teh DIY route with a 2 liter bottle.
