Depends on the set up that you have. if it is a low-tec and low light set up then it makes sense to use Flourish Excel but if you have a high-tec high light situation then you will need co2. All just depends.

I use both but I rely on my DIY co2 more and dose flourish excel whenever I feel like it. (Which is like, once every 3 days or longer)
 
Tank size is another factor to take into consideration. Small tanks are cheaper to dose with Excel than large tanks. I wouldn't even consider dosing Excel in any tank over 90g.

That was the motivator for me buying it for my 10g. It will last a very, very long time.
 
IMO it depends on tank size, setup and reason. If simply to supply carbon to plants, co2 is probably preferable.
