have ot agree with debaric the Redsea is't really the best set up to get for that price. Read sea also doesn't have the best needle valves (just like almost all mas produced regulators for aquariums) the regulators are usually fine. i would go with one of these guys, Greenleaf aquariums, Sumo Rgulators, or Rex grig. thay all are hobbiest and make some of the best regulators around. i got my regulator for SUMO when thay had the Swaglok metering valve and i love it i think it was like $180ish shipped (came with check vlalve and vinel tubing). i've also done buisness with Green leaf for stuff like fertalizers and drop checkers and he has been good about getting things shipped out fast. and his regulators are good (plus he has a couple different ones along with full set ups). never dealt with Rex but ha I've heard good things.
if you decide to look for the cylinder locally check around different welding shops and get prices also look on criagslist. often times there are college students selling there Kegetors there and thay might be willing to part with a CO2 cylinder for the right price. i got a 20lb steel cylinder for $50 this way, it's not pretty but it works. for a 46 i could go with a 10lb or 20lb would last longer. i was using about 5lb in something like 3 months or so on my 30 gallon high tech.
