Places to buy co2 equipment:
Welding Shops, Fire Equipment shops, look for the company Airgas, and try your LFS.
If you have a LFS that specializes in planted tanks, they will most likely have some equipment. You can also purchase stuff online.
On ebay, search JBJ regulator or Milwaukee, both good regulators. I just bought a used Pacific Coast, haven't used it yet, should know soon. Those three regulators are made for applications like aquariums, so they are compact. You can also just find any ole' CGA-320(that's the connections size to a co2 tank) regulator.
So, ebay's a great place to look for regulators and for co2 tanks, also try www.froogle.com. Finally, www.bestaquariumregulator.com.
Other notes: Locally(SF Bay Area), I know of a few shops that sell 5# tanks for $65 filled, and refills are $14(cheapest you'll find in the Bay Area).
