My betta, Blue, also ate a neon's eye. It must be a Betta delicacy(sp?).
The fin rot is more than likely due to your lack of water maintainence, if it all fell off in a day, I doubt it was a sudden thing. It was probably rotted through and finally called it quits from the betta.

What exactly is holding you back from returning your pleco?
