It's going to be an open tank, by the way. The jebo hood is just the light cover.

Yep CF are more effective!!! 3 watts per gallon is pretty good, but some of the high light plants need a little more depending on the plants. You should be pretty good with what you have though. It's four 55 watt compact lightings so i guess thats almost 3watts per gallon? does the compact lighting make it even more effective?

Depends on the age of the bows. The younger ones like current, the older ones not so much -- they're too interested in spawning. I actually tone down the current in my Eheim 2026s in all my tanks, juvie and adult. Make sure they have lots of spots where they can go to get out of the current if they want to.What about the powerhead? What's some good current for rainbows?
You're going to need CO2 with that for sure. Yes, reconsider the bows. They are very O2 intensive and the reds will want a lot of light.
