Contamianted water

i have a tank with cycled water but the tank is a mess, filled with alagae and other things, i also notice some white on my convists fin. should i move him into a temp 10 gal wiht the old water or new water and when i clean the tank should i try to keep as muhc water in as possible or just purge the whole thing to make sure there is no disease?
 
white? on the fin? is it on the tip? because same happened to my silvertip tetra... few weeks later (or maybe few days :D) it went away... hmm...
 
I would just begin a slow cleaning method. First get rid of all algae on the sides of the tank using some sort of algae brush or razor blade (for really stubborn stuff). Then do a water change. This will help to suck up a lot of the alage that is now floating around. Take out any decorations and scrub them in dechlorinated water.

If you are used to doing only small water changes on this tank then continue doing small ones. A large one at this point may stress the fish. Doing a few smaller ones over the course of a few hours will allow the fish to adapt better to the changing water chemistry.

Take your time. It may look ugly now but rushing things only makes them worse. The fish have probably adapted to their environment so no use stressing things out too much.

Any really algae covered plant leaves can probably just be trimmed off.

Reducing the amount you feed your fish and doing weekly water changes will really help to reduce the amount of overall algae in the tank.

Keep your eye on any white spots and make sure they don't spread or grow.
