I have this light, actually I have 2 of them.
They are 28 watts per bulb. So I have 4 bulbs on it.

Now this is considered low light right? I mean is it considered about as low as one could go to get plants to grow?

I was wanting to add another one on the tank maybe to get it to medium light.
But I don't want so much light that I have to add CO2.

the light should be safe to use a few plants ..not really low light but low tech would work.
wpg is a bad rule of thumb if you want to use it. it does not apply to large tanks.

lumen and PAR are better..
try it and see what happens but you'll probably be fine for many low tech plants.
 
Plants like anubias, java fern, java moss & most crypts should grow ok, all low light, slow growers & maybe dwarf sag. You'll most likely not grow stem plants well without more light.
 
^That said, try anything you want in unshaded areas of the tank. I'm sure there are some species that just won't grow w/o more light and/or CO2, but you will never know until you try...

There are some "high light" rated plants that do pretty well in lower light tanks and some "Medium" light plants that I can't grow 24" below a 96W PC. These ratings are pretty subjective and you won't be out lots of $ by having a plant or two fail (unless you're planning an Erio farm).
 
I would say you have medium light with those two.My first plant lights was the same 30 inch Coral life.Worked ok considering I knew nothing about ferts and used only the one strip of lights.
 
I have two 36 inch sets of these lights over my 40 gallon for a total of 2.1 watts per gallon. I am able to do low/medium light plants with good success without adding CO2.
With your tank I think a third set would give similar lighting to mine.

i 2nd this.... i have had people tell me hm needs co2 and med light yet i grow it under shop lights in a 10 gallon. i would stick to low light plants like others said. anubias crypts moss ferns....
