Well, I have a FOWLR tank, and I was wondering if I can add any soft-bodied critters without purchasing expensive lighting. I'm using daylight fluorescent lights (tank was a heavily planted FW tank).
A Tube Anemone would work for you as long as you have a deep sand bed. If you have any small or weak fish you might be cautious of adding an anemone. They've been known to eat them.
To add corals, what really matters, in your case, is the wattage more than the color. This is only my personal opinion, but I don't even think actinic is a must. It will probably resemble more of natural habitat for your corals, but I think they will be much more concerned with the amount of lighting.
