I just cut a bunch today on a miter saw. If you don't have one of those, I suppose the next best thing would be to put the 2x4s across some saw horses and use a circular saw. Might want some help holding the lumber if you go that route.

Consider a dull butter knife. It takes a bit longer to cut, but the risk of injury is greatly reduced.
