Is it possible to cycle a 2.5 gallon tank intended to house just one betta fish? Never intend to add any more fish.

Or is this tank too small and will require weekly full water change-outs?

The asnwer to both questions is, essentially, Yes.

It will cycle. You *can* keep a betta in it. You should perform frequent water changes (50% once or twice a week) if you do keep a betta in it.

For a 2.5g, I'd recommend cherry shrimp & moss, a couple of nice rocks... Think Iwugami.

What about a 5 gallon tank, would that cycle better? Would it house the betta better? We received this as a gift and I am stuck trying to do the right thing here.

Partial water changes are still required in a cycled tank. If you use a gravel vac to do the water change and pour the new dechlorinated water in slooowly, no, it shouldn't stress out your fish. You can get itty bitty gravel vacs for small tanks. My betta likes to watch the "food" going up the vacuum tube, lol.

For my 2.5g with and ADF and a ghost shrimp I have been doing weekly 20% water changes and the water tests fine. How many shrimp can you put in the 2.5g? I am debating moving my ADF to my new 10g and turning the 2.5g into just shrimp, probably more ghost but maybe cherry (if I go cherry the ghost will go into the 10g). Do you need to do 50% changes with just shrimp?
