Remove the shrimp.

Are you running water circulation of some sort? What live X are you using.

10g really has very little bio-load capability so you could be over gunning it totally.

That long actually sounds like you may have a misfire. You should grab a pound of sand from someone local and add it to your tank.
 
The high ammonia readings are caused by the dead shrimp constantly releasing new ammonia into the tank. kcress is right. You definitely have to remove the shrimp. The shrimp should have been removed at the first sign of your target ammonia peak. I would remove the shrimp and test the water again a week from now. If you see the ammonia start to drop then your cycle has started. If not, then I would start over.
