Shouldn't be necessary for a fishless cycle......

With a fishless cycle, just dose and test. They only water change you need to do is at the end of the cycle to lower nitrates before adding fish.

Can you tell me if I had good water from another tank I planned to start up with, but something went bad so now the water is still in the plastic bag.After sitting like this can I still use this to cycle a new tank ?

No, the beneficial bacteria live on the filter media, and substrate and ornaments. the water does not contain enough to be of any use. you might as well use fresh water.
