Dead dead dead/Ram Fry

I think what happened is that there was debris in the moss itself. I also overfed in a desperate attempt to get the fry to eat. SO, I am working on another batch now - with the same results. Most are dead. There is a cycled sponge filter and I have been meticulous with the water this time. However, after becoming free swimming, the fry hang around at the top of the water, as all the food sinks by. I did try some tiny powder which floats, but still most died. I also put in a bunch of floating wisteria along with the moss...the moss had been in that tank 3 weeks before the fry were there. There should have been infusioria in that little tank! (It was bare bottom...)
Anyway, I still can't figure out what I am doing wrong. I fed microworms and San Fransisco bbs - they are smaller. Still, the food sinks and the fry hang at the top. Perhaps there is a problem with my parents? Perhaps their hatchlings are defective? I don't know.

Add more airation to the tank, an additional air stone would work. Also bump your water temp up into the low 80s. Super clean water is nessecary, siphon off debris as often as you can and do a decent water change for them daily. Adding a dechlorinator if your water is chlorinated.
