What's the pH in the tank? Do the rest of the fish in the tank show any signs of cloudy eyes as well? How often do you do water changes?

Cloudy eyes are usually a sign of septicemia (bacterial infection) but I think parasites like ich or flukes can also cloud eyes. They can also hide in gills causing respiratory problems with no other outward signs. Bacterial gill disease or ammonia/nitrite are also possibilities.

That the increased respiration happened simultaneously with all the other fish makes ammonia/nitrite or some other chemical irritant a stronger possibility. An infection usually isn't so perfectly synchronized.
